[Frameworks] resize

Colleagues,
I need to enlarge a video frame to approximately 12 inches or larger without scanlines showing. I'm assuming it will involve considerable Photoshop processing, essentially repainting the image. There's a product called "Perfect Resize 7" (formerly "Genuine Fractals") that could be helpful in preparing the frame for Photoshop. Is anyone familar with this product, and/or can advise how to accomplish this?
