[Frameworks] Super 8 Frame Size question

A graphics software like Photoshop uses square pixels. A video monitor plays the work using scan lines that illuminate rectangular pixels (4:3 aspect ratio).
The lab sent you the version in square pixels. It should look right on your computer. To make it look right on a video monitor, you'd have to resize.
The frame size for SD PAL using square pixels is 768 x 576. The aspect ratio is not, however, 4:3. To get your frames into 4:3 on a video monitor resize as 720 x 576.

I just wondered if there was any reason for this as I thought film was 4:3 just like SD video? Would that mean my super 8 footage has been stretched for some reason?
