I haven’t commented because it seemed like you wanted a place in LA.  Telecine (transfers to “video”) is limiting — scanning to data files is the best way to go.

But if that’s not the case, Kinetta Archival in NYC does 3.3K scans (5x the res of HD) from all formats, 8 to 35mm.  While our specialty is archival work — damaged film, shrunken film, and contrasty film — prints and reversal original — we also do new film that has no problems.

We are not the cheapest, but we do high-quality work, and are artist-friendly.  3.3K scans from 16mm, graded and output as ProRes (your choice 2K, or HD pillar boxed, or for S16, HD) are $.68/foot, with you supplying a hard drive for the files.  $210 minimum.
