[Frameworks] universal film

Does anybody know what color universal film means - in the sense that 
it can be developed either as reversal or negative? That's what Kahl 
claims in the description of their super-8 stock below.

I understand that the chemicals determine whether the image will be 
positive or negative, and that there may or may not be an orange 
mask, but then why wouldn't they simply call this film reversal as 
they do for their UT stocks?
