Not sure if this campaign video would be in it, but I believe Stanford University holds the Riggs collection <http://www.oac.cdlib.org/findaid/ark:/13030/kt8v19s4ch/>. 

Berkeley <http://oskicat.berkeley.edu/> may also have it though. Have you checked Presidents and Elections <http://www.vdb.org/titles/presidents-and-elections>?
