You can purchase 16mm black emulsion leader from Dwight Cody at the Boston Connection:  http://www.cutfilm.com/supplies.html <http://www.cutfilm.com/supplies.html>

Single perf 16mm is $19 for 100 ft, $170 for 1000 ft.  Double perf is $20 for 100 ft and $190 for 1000 ft.
