[Frameworks] film transfer question

Hi folks,

I'm looking for a lab that would be comfortable transferring hand-painted
film (painted with dr. martin's inks), scratched and taped film, to 1080p,
Does anyone know of anyplace? I can rephotograph it, but I don't have
access to an optical printer....rephotography would be just a camera and
projector. Thanks for any info.
