[Frameworks] Recommendations for 16mm optical sound

Chris Millar at Noise & Light in Seattle does an amazing job creating 16mm
optical tracks.  It's hard to find any info but I believe (hope) he's still
making them. No problems with sending him a digital file or CD, that's
usually the route I go.
