35mm or 16mm? If it's 35 all stocks are double perf, right?

[Frameworks] MItchell Cameras converting to one perf
The claw on the Mitchel camera is basically two long prongs on each side.
Obviously that means that you have to use double perf stock. What would
happen if you filed off one of the prongs so that you could use single
perf? would the image still be steady?
