Myron,

In your video filters, select video>deinterlace.

If your timeline settings are at 24p, you should then be able to output 24 fps images w/o interlacing. There will always be some fiddling to be done concerning compression & output formats, and it will be dependent on the compression, frame rate, & format at EVERY step of the way. Too big a question to answer for all situations in one simple way.
