[Frameworks] mailing a 16mm print to Europe

Hello Frameworkers,

I'm mailing a 16mm print to Europe for the first time.  The festival
programmers advised me to value the print on the Customs Declaration form
very low in order to avoid having it held up at Customs.  Fine.  My question
is, can I insure the print for the actual value without creating a conflict
about its true value as far as the Customs officials are concerned?
