[Frameworks] digitizing 8mm and S8 mm

hey folks
i'm passing on a query from a friend in Brazil (sorry if it's been asked lots of times before - but maybe there are new options out there?):

I would be very grateful if you could please suggest me the best labs you know and trust, for digitizing 8mm and S8 mm.
Surely i mean labs in NYc but if you know any other options in Europe, those would be welcome too, and i appreciate that.
