Most transfer houses can still do it.

I can run them for you but only at 24 fps... if you need 23.96 for a video
transfer, you'll have to send them elsewhere.

Be sure that whoever does the job sets the azimuth for your film, and if
possible give them a tone ladder before the film so they can set equalization
on playback correctly as well.

Guy Spiller (www.guyspiller.com) can do 23.96 transfers, but he can only do
23.96 transfers and only edge track.  He's a good fellow, though.
