Defrost it.  Put it onto a split reel.  If it's single perf rewind it 
onto a new reel so you get A-wind.  Roll it onto individual daylight
reels.  Put the daylight reels into cans with dessicant packs (DO NOT
EAT packs), leave overnight for them to equalize, then freeze them.

If it's too dry, you get static damage on the film when you rewind it.
If it's too damp, you get condensation issues.
