[Frameworks] How do people encode DVDs for international distribution? NTSC / PAL?

At Re:Voir we decide based on the film whether we speed the film up to 25fps or whether we add one frame every 24 frames to keep the speed correct. For smooth pans and motions, the first option is better. We often pitch correct the sound even though we cannot speed correct it.
